观音禅寺佛事活动食品安全保障工作总结
20xx年x月x日,和县姥桥镇观音禅寺举行重大佛事文化活动。参加此次活动的人员超过5000人,一旦发生食品安全事故,不仅关系到参与群众的身体健康,而且关系到部门乃至政府的整体形象。为了做好活动期间餐饮服务食品安全保障工作,有效预防和控制食物中毒等食品安全事故发生,和县食品药品监督局高度重视,在上级部门的部署与指导下,明确工作目标和工作职责,积极组织落实,全力投入此次餐饮服务食品安全监督保障工作之中。现将活动期间餐饮服务食品安全保障工作总结如下:
一、周密部署,科学制定方案。凡事预则立不预则废。和县食品药品监督局在每次重大活动前均进行统一安排部署,及时成立重大活动餐饮服务食品安全保障组,科学制定重大活动餐饮服务食品安全保障工作《实施方案》。抽调全局业务精英,负责指导、协调和监督重大活动餐饮服务食品安全保障的监督保障、应急管理和宣传培训等相关工作。严格实施驻点监管责任制,明确责任监管人员和责任领导,做到主要领导亲自抓,分管领导具体抓,领导分片包干,监管人员驻点监督,为保障工作提供有力的制度和组织保障。
二、注重细节,实施全程监管。细节决定成败。我局统筹兼顾、突出重点、狠抓细节,对定点接待单位实行驻点监督,全程动态监管。此次活动前,我局及时与观音禅寺签署《重大活动餐饮服务食品安全承诺书》,并两次下达《监督意见书》;提前驻点,对接待单位食品从业人员进行重大活动食品安全保障相关知识突击强化培训。严格监控 1
重点,对餐饮服务单位大型活动食菜谱进行备案审查制度,绝不允许违规超范围经营凉拌、冷盘等须严格许可经营的食品。严防不准食用的有毒有害食品流入餐桌。深入食品操作间,对加工环境、加工程序、食品留样等环节进行全程动态监督。
三、强化应急,防控突发事件。运筹帷幄,泰山崩于前而色不变。我局成员多次学习《重大活动餐饮服务食品安全突发事件应急处置预案》,熟练掌握其应急处置办法。重大活动开展期间,我局驻点监管人员与寺内服务人员时刻保持信息沟通。加强应急值班,实行日报告和零报告制度,畅通信息渠道,做好上传下达,确保应急处置快速高效。
基于领导重视、措施有力、责任明确、监管到位,和县食品药品监督管理局自承担重大活动餐饮服务食品安全保障工作以来,无一例食品安全事故发生,有效地保障了重大活动的饮食安全。
通过我局参与的多次重大活动食品安全保障工作,我发现类似这样的佛事活动也给我们的监管工作带来一定的难度。
一,加工条件简陋,食品安全存在隐患。由于寺庙自身的条件简陋,他们一般都采用大锅灶进行加工,从一定程度上加大了污染食品的可能性,这与当代社会所提倡的食品安全理念存在差距。再加上传统观念的因素和监管力量薄弱,人民群众安全意识相对较差,识别食品真伪优劣能力不强,食品安全问题隐患较大。我觉得相关部门应在贯彻宗教信仰自由政策的基础上依法加强对宗教事务的管理,加大对与社会主义社会相适应宗教的经济扶持。

二、传统观念深入,原料源头整治难。寺庙的食品来源很大部分都来源于信徒的捐贡,这使得索票索证工作难以开展,而且食品来源渠道分散,使得原料优劣层次不齐,难以保证原料的安全。我认为有条件的寺庙在举办重大佛事活动时应尽量集中统一采购,保证购货渠道正规,此外人民群众的食品安全培训宣传培训工作需进一 步加强。
