Position Paper for General Assembly- First Committee
The topic before General Assembly- First Committee is The Role of Science and Technology in the Context of International Security and Disarmament. The proliferation of weapons of mass destruction and their means of delivery remain a growing threat to international peace and security which requires a global approach. And while we are enjoying the speed and convenience that the advanced technology brings to us, we are also required to manage the potential risks associated with the inherent dual-use nature of it. The management of those risks in the complex world of today requires a multifaceted approach. Mindful of the responsibilities in regard to the maintenance of international peace and security, the Portuguese Republic shares a solemn statement with other member states that we commit to fully implementing our obligation and continue playing an active role in advancing the science and technology to promote the non-proliferation of WMD according to Resolution 1540(2004) and 1673(2006). As a responsive country, the Portuguese Republic always plays an active role in the preparation for a global agenda that includes reform of the UN and development aid as crucial aspects from peace and security in the world and takes part in peace-keeping operations, humanitarian aid and other operations under UN mandates and in accordance with Portugal’s international commitment to the EU, OSCE and NATO. Numerous actions have been taken by the Portuguese government, together with other EU member states in the area of Peace and Security. Under the African Peace Facility around €300 million have been provided to support the AU mission in Sudan, while the operation in the Central African Republic (CAR) led by CEMAC was supported with over €23M, and the AMISOM Mission in Somalia with another €15M. It goes without saying that the sustainable development of the globe and the prosperity of the world’s population depend not only on the science and technology itself but on our determination to remain committed to the proper use of it. Therefore, the Portuguese Republic proposes an integrated approach to these urgent challenges. Firstly, it is vital to build positive, cooperative and comprehensive relationship among countries and foster mutual understanding among peoples, cultures and beliefs. We believe that there will be fewer possibilities for conflicts when crossed interest is formed between countries. Secondly, financial and technological aid should be provided by UN and other powerful organizations for the construction of verification and weapon tracing technology to build awareness and capacity in and direct assistance to certain regions where full implementation of the UNSC resolution 1540 and 1673 is most urgent. Those supports will ensure the states in that region are complying with the standards of treaty to disarm or reduce arms in their state. Thirdly, international protocol and legislation should be strengthened through multilateral cooperation to prosecute crimes in the realm of high technology. And at last, an information and technology sharing network under the control of the technology sharing and empowering organizations like the International Atomic Energy Agency (IAEA) is supposed to be created to equip the world with a deeper understanding of science and technology and their role in the context of international security and disarmament.

议题:禁止轻型武器的非法销售
众所周知,冷战结束后,部分国家内部任纷争不断,战事连连,国际社会任面临着爆发国内冲突的可能性,世界大环境任未彻底安宁。在诸多的冲突中,小武器和轻武器虽然并非是矛盾产生的根本原因,但是它们在加剧冲突方面却扮演了重要的角色。它们不仅增加了暴力行为的杀伤力,延长了冲突的持续时间,而且还阻碍了人道主义救援助长,严重影响了世界和平与稳定。因此,控制非法武器的扩散是提高国际、地区或国家对所有小武器问题控制的必要措施。
对于禁止轻型武器的非法销售的问题,联合国曾经做出了许多努力。自90年代中以来,联合国一直将小武器和轻武器问题牢牢放在国际政治议程之上,设立了许多专家小组。除此之外,联合国已在许多维持和平行动中开展了收集和销毁武器的实地工作,还在处理其他问题的过程中,努力解决小武器问题。20xx年,联合国关于小型武器和轻武器的违禁贸易以及所有相关问题会议在美国召开。这些举措,都充分体现了联合国对轻武器问题给予的高度关注。
保加利亚政府认为控制非法武器的扩散必要且迫切的。在此方面,保加利亚在过去的时间里也已作出了许多努力。19xx年12月出口管制会议在保加利亚首都索非亚举行。19xx年12月14日和15日,保加利亚担任出口管制问题区域会议的东道国,发表了关于负责任武器转移的宣言和关于统一最终用户/最终用户证书的声明。20xx年10月16日至19日,东南欧稳定条约以及保加利亚和加拿大两国政府在索非亚主办了一个关于小武器和轻武器的收缴和销毁技术的讨论会。20xx年10月22和23日,加拿大政府和保加利亚政府共同主办和主持了关于小武器和轻武器问题的稳定条约研讨会,并示范了销毁武器的实际方法。20xx年2月21日,保加利亚国防部21日与联合国裁军机构签署了一项销毁多余轻武器的协议,20xx年6月,在美国资助下,保加利亚开始实施销毁武器计划。 由此可见,保加利亚为禁止轻武器的非法销售做出了巨大贡献。
对于目前禁止轻武器的非法销售的问题,保加利亚表示:在联合国提供必要的资金援助和技术支持的前提下,保加利亚愿意销毁部分轻武器,出台相关法律,禁止轻武器的非法销售。但联合国必须确保尊重和维护保加利亚的主权平等和领土完整。当保加利亚的民主权利受侵犯、或国家遭遇恐怖主义袭击时,联合国应派遣维和军队对保加利亚进行相应援助。另外,联合国还应保证各国拥有单独或集体自卫的固有权利,确保各国有权为其自卫和安全需要制造、进口、和保留小武器和轻武器。
保加利亚政府相信,世界的和平与发展是全世界人民的共同心
愿。禁止轻武器的非法销售,控制非法武器的扩散是维护世界和平的必经之路,保加利亚必将为此贡献自己的力量。
