Position Paper for the United Nations Children’s Fund
Since the World Summit for Children, in 1990, the United Nations has increasingly sought to draw international attention to the horrendous plight of children affected by armed conflict. The UK remains deeply concerned about this issue and is looking forward to working with other members of the EU to advance the necessary discussions on it. In line with its Guidelines, the EU reaffirms its firm support to the Office of the Special Representative of the Secretary General and the monitoring and reporting mechanism on children and armed conflict set up on the basis of the Security Council Resolutions 1539 (2004) and 1612 (2005). The EU reaffirms its full support to the work of the International Criminal Court (ICC) in the fight against impunity for the recruitment and use of child soldiers and to the Paris Commitments and Principles on children associated with armed forces or armed groups. While the total cases of missing children is estimated at 70,000 annually, the UK has adopted around thirty directives, framework decisions or green papers under the EU area. Believing that it is unacceptable for children to live their life in fear, the UK works as an active member of the Security Council Working Group to create a safer environment for children across the globe. Also World Vision UK summit has worked through solutions on protecting children with other government officials. It is obvious that operations of the UK have profound effect on the protection of children’s rights and living environment. Nevertheless, we are far from taking actions on the ground. Therefore, we strongly urge national governments to write and implement plans to stop violations against children from occurring within their borders, and to set a deadline. And, it is necessary to ensure that we receive relevant, timely information and follow-up appropriately. The UK is also convinced that the Security Council Working Group will continue to produce conclusions which are robust and timely and that hold violators to account. The UK is committed to protecting children affected by armed conflict and we believe that we will cope with new challenges together with other member states. The UK also continues to support initiatives of civil society organizations promoting children’s rights in armed conflict.

议题:无国籍者权利的保护
《世界人权宣言》第15条明确声明“人人有权享有国籍。不得任意剥夺任何人的国籍。亦不得否认其改变国籍的权利。”同时联合国也充分赋予了人权理事会相应的责任“负责促进普遍尊重对人人没有任何形式的区分,公正、平等地享有所有人权和基本自由的保护。(A/RES/60/251)。作为一个负责任的、值得信赖的大国,作为联合国以及联合国人权理事会的重要会员国,俄罗斯充分尊重和贯彻相关决议,高度关注无国籍者权利的保护问题。俄罗斯始终强调无国籍者权利保护的必要性,积极给予无国籍者必要的帮助。未来,俄罗斯将一如既往的坚持已有的方针,完善自身法律制度,积极与周边国家合作,以期无国籍问题的尽早解决。
联合国和国际社会在解决无国籍者的权力保护方面给一直在做着不懈的努力。19xx年联合国便授权联合国难民署致力于解决无国籍问题和无国籍人口,经过多年的发展该组织已成为解决无国籍问题的权威机构。另外联合国大会于19xx年9月20日制定了《关于无国籍者地位的公约》。19xx年8月30日,联合国大会有进一步制定了《减少无国状态
约是同类唯一的全球性公约,极大促进了无国籍问题的解决。值得一提的是20xx年12月7日,联合国难民署在日内瓦召开了该组织成立60年来规模最大且具有里程碑意义的一次部长级会议。在此次会议中又有5个国家加入了19xx年的公约之中。
俄罗斯在无国籍者权利的保护方面始终扮演者积极而重要的角色。俄罗斯始终积极推进本国内的无国籍者入籍的进程。20xx年俄罗斯通过了新的《国籍法》,对公民身份有了更全面的定义,同时提出了进一步保护无国籍者的生存状况。据统计,仅2003至20xx年间,有超过60万的无国籍者加入了俄罗斯籍。同时俄罗斯也积极与周边国家及国际组织合作。俄罗斯积极与联合国难民署及欧洲理事会商讨针对国内无国籍者的相关法案(《俄罗斯联邦政府关于外国公民和无国籍人士办理临时居留许可证的条例》等),并真诚的听取他们的意见。此外俄罗斯也积极与周边国家签订相关的双边条约,促进相关问题的解决。如俄罗斯与欧洲多国签署的《欧洲国籍公约》。又如俄罗斯与阿布哈兹签署的友好与合作条约文本中规定,两国公民可以拥有双重国籍。
面对当前无国籍者权利保护的现状,俄罗斯认为国际社会还可以从以下几点进一步商讨解决法案。1、发达国家相继出台的新的移民法案,进一步限制无国籍者的入籍方式,各国应本着对人权的尊重态度,从本国国内法律制度做起,切实促进无国籍者的早日入籍。2、各区域间缺乏相应的统一的协调机制或条款,这就一定程度上限制了各国协调统一合作。无国籍问题是需要相关国家共同的努力合作才能够解决的。3、无国籍者后代的权利保护需要有关各方的进一步重视,事实上这个问题已经越来越成为无国籍者问题解决的一个焦点了。从俄罗斯本国
来讲,我们重申我们对无国籍者问题高度重视的态度。同时我们会进一步提高无国籍者在俄罗斯的安置质量,确保其生活的平等和自由。我们也会努力促进与周边乃至其他国家、地区和组织在无国籍问题上的沟通与合作。我们致力于联合国际社会的力量,为实现无国籍者权利保护问题的最终解决而不懈努力。
