Climate change has become a world focus, for it will bring incalculable loss to the human beings. The notion that climate change will make human beings pay a huge price is accepted by more and more people all around the world. Italy is facing the climate change issue obviously. According a report from the Guardian, some beach in Italy has already disappeared because of the eroding of coastline and rising of sea level. And it is said that Italy is the place where the climate grows hot with the fastest speed, the economy and agriculture here will be affected seriously. What’s more, many coastal cities including Venice will be submerged if the climate continues rising.
The united nations has worked a lot on this issue. In 1992,many countries including Italy joined the United Nations Framework Convention on Climate Change to work together and discuss what actions to take to restrict the rising of climate. In 1995, the Kyoto Protocol was passed and in 2007, the Bali Action Plan was passed. Then in 2009, the Copenhagen treaty was passed, Italy continues to support those treaties and follows those articles.
The Italy government is always trying its best efforts to handle the problem. The Italian national climate conference was held before to discuss the problem and try to formulate useful strategies. This meeting also arranged works for reducing the effects of climate change.
Italy affirms its intention of cooperating with other countries on the issue of climate change. Italy would like to utilize the power of Commission for Social Development and other related commissions. Also Italy is willing to provide more efficiency to exchange the information about climate problem. What’s more, Italy would like to establish cooperation on climate issue with third world countries. To sum up, Italy believes that with the cooperation among countries, climate change issue could be solved better.

Topic: Protection and Administration of Stateless Person
The Protection and Administration of Stateless Person is a world focus all the time in the process of development of human beings, for it is not only just an important moral issue but also has close relationship to politics, laws and religion. Stateless people do not have any nationalities, for there is not any state law considered them as its citizens. The appearance of Stateless people is mainly caused by the conflict in different countries legislation, personal wills, wars or the deprived nationality. They don’t have any country’s diplomatic protection. They are actually the “hidden” population. The whole world now has more than 12 million stateless people. In North Korea, we have been cautious about the problem that dual nationalities are not allowed in the law system. Thus, transnational marriage is the main cause of stateless people. They fled to other countries, but couldn’t settle down; neither did they get education, medical and social welfare treatment.
The UN has long paid attention to the issue and worked to discuss the solution as well. In 1954, Convention relating to the Status of Stateless Persons was passed which aimed at providing stateless people status, and ensuring that they enjoy the most extensive human rights. In 1961, convention of reducing statelessness was signed. It was intended to provide a series tools to the contracting states to prevent and solve the stateless case. The UN has been taking its responsibility to call upon more and more countries to achieve agreement on this issue and take further actions. Democratic People's Republic of Korea has gradually taken this problem into consideration. As most of the North Korean stateless people ran into China because of famine, war and political persecution, which contained a population of 10,000 people, including 90% of the women were trafficked. The North Korean government has cooperated with China to repatriate refugees and save the trafficked orphans.
Democratic People's Republic of Korea urges more effective information—exchange system so that adjacent countries can make better effort to repatriate refugees and take the situation in control. On the other hand, in the legislation, this issue should be concerned. And some specific regulations and rules such as prohibiting discrimination to refugees should be contained. As for the statelessness resulted from war, cultural conflicts, religion or legislation, we appreciate mutual understanding and humanitarian aid. DPRK affirms its intention of cooperating with countries on the issue of declining the stateless population and establishing a rational and harmonious world by respecting, negotiating and caring. Moreover, DPRK would search for more neighbour
cooperation in consultation, finance and information to guarantee people’s happiness. DPRK hereby appeals to all countries in the world recognise and implement international conventions to reduce the population and protect their basic human rights.
