Food is the fundamental of people’s livelihood, but also an important strategic material of national economic security. As a global issue, the problem of food security has a long history. In 1974, Food and Agriculture Organization of the UN (FAO) first proposed a "food safety" issue. In 1983, the concept of “food security" was adopted, embracing an extensive agreement and support of the FAO, the World Food Council, the Economic and Social Council of the UN, and other international organizations and communities.

Many people in Africa has always been the abyss of hunger. As a developing African country with agricultural backwardness, Chad has been laying a high degree of focus on the changes and development on in global food security while making permanent efforts to seek for an efficient solution and effective way to the problem of food security.As the result of the development and production of oil, the percentage of agriculture industry in Chad’s GDP has significantly dropped to 21.9% in 2006. According to the “2010 Index of Food Safety Risk”, announced by World Food Programme (WFP), Chad is one of the 10 countries facing “Extreme Risk” in global food security. After the 2009 drought, the main crops sorghum and millet production decreased by about 22% and 34%. Chad, more than 1,000 million people nationwide of more than 200 million existing need of food assistance. As the main source of water main grain producing areas of Chad Lake Chad in recent years due to global warming and over-exploitation of water resources dropped, nearly a million people facing the threat of famine Lake Chad urgent need of humanitarian assistance from the world.

United Nations World Food Programme and the Government of Chad in March 2007 in the Sahel region of emergency assistance operations have been launched for the Sahel region of Chad, about 4.5 million children, 65,000 pregnant and lactating women providing nutritious food. World Food Programme set up in the area of food distribution center and an increasing number of nutritional supplements, is expected to reach 170 before the end of the year. However, there is still no lifting of the Chadian crisis, food security, hunger, population increase, food supply in a tight balance, food prices remain at high level, some indicators are still worse.

Chad firmly opposed to some of the food exporting countries will be lots of food for the production of clean energy, significantly reduce grain exports, driving up international prices of the act. We believe that these countries should not guarantee the sharp rise in world food prices, and food production of countries facing famine after the effective assistance can make a certain scale bio-energy production, we believe that survival is the priority should be given more protection

Chad affirms its intention of more communication and cooperation with other countries in food security. Chad is willing to, under the framework of international law, conduct a close cooperation with other countries through information exchange and complementarity of resources, etc. Chad is rich in mineral resources and the animal and plant resources, and assistance to the country of Chad is willing to mineral resources development and labor in output and other aspects of friendly cooperation. Exactly, Chad would like to establish a long-term stable agricultural technical cooperation with some agricultural developed countries and steps up its efforts to resolve the crisis of food.

In short, Chad hopes that under the cooperation of the international community, more countries may be noted that the seriousness of the food problem in Africa, and sent an effective rescue, Chad food security problems can be successfully resolved.
