2012美丽中国城市研究报告

(一)福州新闻网讯 25日,四川大学“美丽中国”评价课题组正式发布《“美丽中国”省会及副省级城市建设水平(2012)研究报告》,在城市综合排名中,福州居前十位,排名第八。

报告显示,综合排名前十的城市依次为广州、杭州、成都、南京、深圳、西安、宁波、福州、长沙和大连。因统计原因,该报告暂不包括对贵阳、拉萨、南宁、长春和港澳台地区的评价。 此份报告的课题组由四川大学“美丽中国”研究所所长、四川大学文化产业研究中心主任蔡尚伟教授等担任负责人,由数十名川大相关学科师生组成。课题组负责人之一,四川大学旅游学院副教授、四川大学文化产业研究中心副研究员甘露博士介绍,此次发布的《“美丽中国”省会及副省级城市建设水平(2012)研究报告》在广泛汲取近年学术界相关研究成果的基础上,设计了一整套涵盖生态、经济、政治、文化、社会五个方面的综合性指数作为主要评价依据,并以联合国人类发展指数为主要测量方法,对我国省会及副省级城市进行评比,最终形成此份研究报告。 这份研究报告是四川大学已经持续半年的《中国省区、城市(镇)与景区美丽指数研究》课题的系列阶段性成果之一。

该报告显示,综合排名前10的城市依次为广州、杭州、成都(微博)、南京、深圳、西安、宁波、福州、长沙和大连。此外,在生态指标排名中成都、大连、杭州等城市居前10。在经济指标排名中广州、深圳、西安等城市居前10;政治指标排名前10的城市为长沙、合肥、宁波等;文化指标排名前10的城市为南京、广州、杭州等;社会指标排名前10的地区为海口、济南、太原等。 在此份报告数据录入截止时,贵阳、拉萨、南宁和长春的相关核心统计年鉴还在编撰或出版过程中,故暂不包括对上述四个城市的评价。港澳台地区因统计口径不相同,也暂不包括在此报告中。

此课题组由四川大学“美丽中国”研究所所长、四川大学文化产业研究中心主任蔡尚伟教授,美国普渡大学VisitingProfessor程励博士等担任负责人。课题组由数十名川大相关学科师生组成,核心成员达30名左右。

据了解,此次发布的《“美丽中国”省会及副省级城市建设水平(2012)研究报告》在广泛汲取近年学术界相关研究成果的基础上,设计了一整套涵盖生态、经济、政治、文化、社会五个方面的综合性指数作为主要评价依据,并以联合国人类发展指数(HumanDevelopmentIndex,HDI)为主要测量方法,对中国省会及副省级城市进行评比,最终形成此份研究报告。

据悉,该报告是四川大学已经持续半年的《中国省区、城市(镇)与景区美丽指数研究》课题的系列阶段性成果之一。这也是继12月初发布的《“美丽中国”省区建设水平(2012)研究报告》之后,课题组发布的第二份阶段性研究报告。

成都全搜索新闻网(记者 叶晓凤)12月26日报道 四川大学“美丽中国”评价课题组昨日发布《“美丽中国”省会及副省级城市建设水平(2012)研究报告》。报告显示,综合排名前

10的城市依次为广州、杭州、成都、南京、深圳、西安、宁波、福州、长沙和大连。

除了综合排名,报告还显示,在生态指标排名中,成都、大连、杭州等城市居前10。在经济指标排名中,广州、深圳、西安等城市居前10;政治指标排名前10的城市为长沙、合肥、宁波等;文化指标排名前10的城市为南京、广州、杭州等;社会指标排名前10的地区为海口、济南、太原等。

因为在本报告数据录入截止时,贵阳、拉萨、南宁和长春相关核心统计年鉴还在编撰或出版过程中,故本报告暂不包括上述4个城市的评价。港澳台地区因统计口径不相同,也暂不包括在本报告中。

川大旅游学院副教授、川大文化产业研究中心甘露博士介绍,从综合排名看,除排名第一的广州分数稍稍超过60以外,排名前十的其他九个城市分数都不及格(47以上)。这显示出各省会和副省级城市在“美丽中国”视野下的建设现状并不是太好,“五位一体”的建设总体情况和实现人民美好生活的道路还很长。其次,排名前十的城市差距不大,每个城市在分维度中都有自己的优势,凸显了其建设潜力。

在报告中,记者注意到,成都综合排名第三,生态第一,文化第五,经济第九,政治第十,社会二十。成都是西南地区发展的领头羊,城镇化率达到67%,经济发展迅速,人民生活水平日

渐提高,城镇居民可支配收入,农民人均纯收入等指标都很靠前,经济发展有目共睹。政治上,成都近一年未发生重大环境事故(信息来源公众环境研究中心)且政府网站信息公开水平的得分为74.70高于平均分数62.01。社会上,城镇居民民人均住房面积、每万人拥有医护人员数量指标得分偏高。

据悉,此报告是四川大学已持续半年的《中国省区、城市(镇)与景区美丽指数研究》课题的系列阶段性成果之一。此前于12月初发布了《“美丽中国”省区建设水平(2012)研究报告》。“美丽中国”系列报告也是党的十八大明确提出“美丽中国”建设目标之后,中国第一份“美丽中国”建设研究报告。

“作为国家教育部直属的全国重点研究型大学,四川大学对全国各地的‘美丽中国’建设给予了广泛关注,坚持学术的独立性、客观性,以严密的逻辑、扎实的学理、权威的数据,对全国各省会及副省级城市的建设水平进行的第三方的评价研究。”四川大学文化产业研究中心主任蔡尚伟介绍,此项研究以涵盖生态、经济、政治、文化、社会五个方面的综合性指数为主要评价依据,并以联合国人类发展指数(Human Development Index, HDI)为主要测量方法,对我国省会及副省级城市进行评比,最终形成。

五、初步測評結果

依據上述“美麗中國”省會及副省級城市建設水平評價指標體系,課題組對20xx年列入評價的28個城市的綜合建設水平指數進行了測算,結果如下:

(一)各城市綜合指數比較情況

28個城市綜合建設水平參差不齊,但差距不大,表明作為中國的主要和核心城市,各城市建設水平的宏觀差異並不明顯。所有城市建設水平均在65以下,反映各個城市的整體建設水平有待進一步提高。

綜合排名前10的城市依次為廣州、杭州、成都、南京、深圳、西安、寧波、福州、長沙和大連。

(二)各城市分類指數比較情況

1、生態之美

各城市生態指標指數波動有限,表明各城市在生態建設和保護力度上力度有一定差異,但差異不顯著。從具體分值來看,大多數城市得分在60分以下,仍然需要進一步加大生態投入和環境保護力度。

生態指標排名前10的地區依次為成都、大連、杭州、石家莊、昆明、廣州、銀川、深圳、青島和海口。

2、發展之美

經濟建設指數整體差距也不夠明顯。各城市作為各省區的核心城市,經濟建設水平達到一定水平。但只有四個城市得分超過60,說明各城市的經濟生態化建設仍然有待進一步提高。整體經濟指標排名前10的地區依次為廣州、深圳、西安、南京、福州、青島、杭州、沈陽、成都和長沙。

3、治理之美

政治建設指數總體性水平較高,但部分城市在未來發展過程中還需要進一步改進和完善,更好地實現綠色政治、人民民主。

政治指標排名前10的城市依次為長沙、合肥、寧波、深圳、廣州、南京、廈門、杭州、海口和成都。

4、文化之美

文化建設指數各城市整體水平較低,僅南京超過60分,表明各城市需要加大對文化保護、文化傳播、文化發展方面的投入。

文化指標排名前10的城市依次為南京、廣州、杭州、西安、成都、昆明、沈陽、深圳、濟南和寧波。

5、和諧之美

社會建設指數情況整體得分不高,僅海口得分在60分以上,表明大部分城市社會建設在保障人民“美好生活”方面還有一定差距,建設力度還需要進一步加強。

社會指標排名前10的城市依次為海口、濟南、太原、蘭州、西安、福州、杭州、南昌、石家莊和鄭州。

Ⅰ.Research Background

On November 8, 2012, the 18th National Congress of the Chinese Communist Party (NCCCP) was held in Beijing. President Hu Jintao clearly pointed out in the report of the 18th NCCCP: “the ecological civilization construction is a long-term program for people’s well-being and national future. Facing up with the tension of resource constraints, serious environmental pollution, and ecological deterioration, we must establish the ecological civilization concept of respecting nature, complying with nature, and protecting nature; we must make it a top priority to construct the ecological civilization and integrate the ecological civilization construction into the different facets and the whole process of economic, political, cultural, and social construction; we must strive to build a wonderful China and realize the sustainable development of the Chinese nation.” On November 15, Xi Jinping, the newly elected general secretary of the Chinese Communist Party (CCP), addressed at the Standing Committee Conference: “our people love life, yearning for better education, more stable work, more satisfactory income, more reliable social security, higher level of The provinces in China: including provinces, municipalities and autonomous regions. medical and health services, more comfortable living conditions, and more beautiful environment. Our people expect children to grow better, work better and live better. People’s yearning for a better life is our goal.”

For the first time the report of the 18th NCCCP emphasized the construction of a “Wonderful China”. Meanwhile, the report made it a top priority to construct the ecological civilization, especially highlighting the integration of the ecological civilization construction into the economic, political, cultural, and social construction. “Wonderful China” is a combination of beautiful environment, golden age, wonderful life, good society, and friendly people. Ecological civilization is closely linked with wonderful China. The key to construct a wonderful China was to achieve the goal of good environment, economic prosperity, political harmony, and the well-being of its people, which should be obtained through the ecological, economic, political, cultural and social construction meeting the requirements of ecological civilization.

For the further implementation of the spirits of the 18th NCCCP, a Research Report on the Provincial Development Level in a “Wonderful China” offered an overall ranking of the construction level of “Wonderful China” among China’s inland provinces, autonomous regions, and municipalities. The ranking was based on the emphasis of ecological civilization construction, and the strategic thinking of the “Five in One” general layout involving the ecological, economic, political, cultural, and social construction. Furthermore, the ranking was judged by “good life ”of the people as well.

The report was a staged achievement based on half a year’s research on Beauty Index of China’s Provinces, Cities (Towns) and the Scenic Spots. as to index selection and weight allocation it would continue to improve.

Ⅱ. Guiding Principles

The main purpose of “Wonderful China” evaluation was to measure the stage level of “Wonderful China” construction among different provinces. Indicator selection should not only fully reflect the constructing situation of “Wonderful China”, but also demonstrate the potential of “Wonderful China” construction in different areas. For selecting the evaluation index, the research group followed the guiding principles of guidance quality, rationality, objectivity, and openness.

- The principle of guidance quality: The index system should fully play a guiding, and leading role, making it clear that ecological civilization construction was in a strategic position during the process of Wonderful China” construction.

- The principle of rationality: Index selection was logical; method of measurement was very academic and based on the existing academic research.

- The principle of objectivity: Data was from the authority, and statistic data must be collected, quantified, contrasted. The research report was based on objective facts for data analysis.

- The principle of openness: The index system was an organic whole, and in the process of development it needed to be complemented, improved, and revised in future.

Ⅲ. Design of Index System

According to the “Five in One” general layout involving the ecological, economic, political, cultural and social construction, the assessment system of “Wonderful China” consisted of five first-class targets as ecology, economy, politics,

culture and society as well as twenty-seven second-class targets. It fully embodied the significance of the ecological civilization construction, the integration of the ecological, economic, political, cultural, and social construction, as well as the basic requirements of “wonderful life”. Ⅳ.Evaluation Methods

The comprehensive index of five aspects involving Ecology, economy, politics, culture, and society was the main basis of the construction level of “wonderful China”. Evaluation method mainly based on the UN Human Development Index (HDI) measurement method. The basic idea was to calculate the index of a single target (namely, dimensionless method), which was based on each evaluation index of the upper and lower limit threshold (i.e. the maximum and the minimum). Then according to the sum of index weight, we measured the provincial construction level of “wonderful China”. The index calculated by this method can not only compare the relative precedence of the overall construction level among different provinces, but also observe the relative place of first-class targets among various provinces.

1. Determination of Index Upper and Lower Limit Threshold Value and the Dimensionless Method of Targets.

In the calculating the index of each single target, we must process each target with dimensionless method. The key to dimensionless process was to determine the upper and lower limit threshold value of every target. We recorded the actual value of the target i as Xi, the weight of the target i as Wi, the lower threshold and upper threshold respectively as

value as Zi.

Dimensionless method, also called the standardization of data, was a method of eliminating the dimensional effect of the original variable (index) through the mathematical transformation. The value Yi of each dimensionless target was among iXmin and iXmax, the dimensionless result as Yi, and

the interval [0, 1]. Using the centesimal system, we transformed

of each standardized target in accordance with the formula (3).

2. Determination of the Index Weight

The key to a successful and comprehensive evaluation of “Wonderful China” lay in determining the weight of the main targets in accordance with the guiding principles of guidance quality, rationality, and objectivity. In order to manifest the prominent place of ecological civilization, we set the weight of ecology, a first-class target, to 28% based on a balanced development of “Five in One”. Then, by the equally-weighted method, we set the weight of the other four first-class targets of economy, politics, culture, and society to 18%. Last, we set the weight of a certain first-class target to the njcorresponding second-class targets equally, and worked out the weight of the secondary target Wi in the system according to the formula (4).

1. A Ranking List of the Comprehensive Construction among 31 Provinces The top ten provinces on a comprehensive ranking list of “Wonderful China” were, in order, Beijing, Zhejiang, Sichuan, Jiangsu, Fujian, Jiangxi, Yunnan, Shanxi(山西), Shanxi(陕西), Hunan.

2. A Ranking List of the Single Index Construction among 31 Provinces As to the ecological index, the top ten regions are the Tibet Autonomous Region(TAR), Sichuan, Fujian, Jiangxi, Hunan, Zhejiang, Guizhou , Yunnan, Chongqing, and Anhui respectively.

In regard to the economic indicator, the top ten regions are Hainan, Tianjin, Beijing, Shaanxi, Shanghai, Jiangsu, Chongqing, Shandong, Jilin, and Liaoning respectively.

For the political index, the top ten regions are Gansu, Jilin, Chongqing, Shanxi, Guangdong, Yunnan, Shaanxi, Hubei, Hainan, and Hebei respectively.

In the case of culture index, the top ten regions are Shanxi, Jiangsu, Beijing, Zhejiang, Henan, Hebei, Shandong, Fujian, Shaanxi, and Hubei respectively.

As for the social indicator, the top ten regions are Henan, Jiangxi, Gansu, Zhejiang, Hebei, the Guangxi Zhuang Autonomous Region, Beijing, Anhui, Shaanxi, and Hainan respectively.
