七里镇石棉交易区老污染源治理项目

一、项目名称：七里镇石棉交易基地环境治理项目。

二、项目业主名称：七里镇人民政府。

三、项目性质：新建

四、项目建设地：敦煌市七里镇。

五、项目申报条件：七里镇镇区，距离敦煌市区7公里，辖7个行政村，47个村民小组，人口1.3万人，流动人口近1万人。上世纪80年代，为发展石棉加工交易产业，逐步在215国道七里镇段两侧形成了有62家石棉企业的七里镇石棉交易区，但随着经济的发展和青海石油基地的不断扩建，以及敦煌常年风向为西南风，以致交易区的石棉粉尘严重的污染了油田和周围居民的生活环境。青海油田基地也多次提出了搬迁整治的要求。为了整治相关污染，解决石棉交易基地所造成的环境污染问题，实施石棉交易基地清理残留物环保项目，迫在眉睫。

六、建设内容及规模：

1、拆除石棉生产厂房,300万元；

2、整体将62户石棉企业搬至敦煌市工业园区，220万元；

3、清理石棉企业所残留的污染物，40万元。

七、建设期：（20xx年1月-20xx年12月）。

八、项目概算总投资：560万元。

九、资金来源构成：申请扶持资金300万元，自筹资金260万元。

十、效益分析

该项目的实施，可消除石棉粉尘对周围环境的污染，清理石棉交易区污染物，改善周围石油局居民和群众的生活环境。同时，可实现62家石棉交易企业的整体搬迁，进行重新规划，建设环保型企业，改善场房陈旧的现状。
