160多个国家出现了类似占领华尔街运动给我们带来的启示

综合英国《每日邮报》等媒体报道,美国民众发起“占领华尔街”运动三个星期以来,蔓延到了全美国上千座大小城市,气势不断扩大,5日延烧到首都华盛顿。同时,示威民众计划于15日发起全球大串联,将此次抗议浪潮席卷到全世界。目前,英国、澳大利亚、加拿大等地均已有组织者开始筹备,脸谱网(facebook)上的响应人数也越来越多。

“占领华尔街”系列运动被称为“美国之春”或“美国之秋”,意味美国人的“觉醒运动”。然而,一些政治分析家并不看好,称这场运动无组织无目标难成气候。

“占领华盛顿”抗议运动10日进入第5天,超过美国警方允许的4天期限,由于抗议者据“法”力争,美国警方一再推迟最后期限,并于当天傍晚出人意料地允许抗议者在白宫与国会山之间的自由广场继续抗议四个月。

加拿大首次商讨“占领”

据加拿大《环球邮报》9日报道,7日,受到“占领华尔街”运动的启发,多伦多的一些青年人也组织起来,举行集会来商讨抗议活动。

这次抗议活动的组织者们在多伦多市中心彻奇街和威灵顿大道附近的伯克扎公园举行首次集会。参加集会的有大约250人,大多都是年轻人,也有一些老人。集会没有定下具体的示威地点,而是主要讨论“占领”行动的细节,例如该如何供应示威群众饮食、保证“士气”,以及安全问题,一些人还提到了应该避免警方像G20峰会时大规模逮捕示威者。

组织者还透露,多伦多的“占领”行动和美国华尔街类似,抗议者会在多伦多金融区旁边公园扎下帐篷,此外还将在街道旁静坐举标语示威。

澳大利亚近三千人计划露营

据美国媒体10日报道,现在,许多澳大利亚人通过社交网站脸谱网,自发组织策划从8日开始在墨尔本举行类似的抗议活动,以此响应万里之外依然“坚守”在华尔街的抗议示威者。

这个名为“占领墨尔本”的团体一出现,便受到很多澳大利亚网友的热捧,到6日就有1300多人表示要直接参与此次抗议活动。截至目前,这一团体的成员已近3000人。据了解,此次“占领墨尔本”抗议活动将于15日在墨尔本市中心的城市广场举行,抗议者计划在此宿营几天到几个星期。

英国欲攻占伦敦证交所

据英国《每日邮报》10日报道,9日,在英国首都伦敦,抗议政府提出的医疗改革方案的集会者阻断市中心的威斯敏斯特桥。同时,还有抗议者计划向伦敦金融城的伦敦证券交易所进攻,社交网站脸谱网上一个名为“占领伦敦证交所”的小组正受到越来越多人的关注。

9日,约2000名抗议者和国家医疗服务系统雇员上街游行,呼吁上议院拒绝政府关于国家医疗服务系统的改革计划,甚至有不少人卧倒在威斯敏斯特大桥上,一度阻断大桥的交通。

与此同时,“占领伦敦证券交易所”拥有6000多名追随者。活动人士计划从10月15日下午4时到12月12日占领伦敦金融区的帕特诺斯特广场,目前已有200余人在网上确认参加。

启示:

此次运动迅速演进的根本原因在于美国民众对现状极度不满。金融危机在政府的救助下虽得以控制,但经济危机却因此愈演愈烈。颇具讽刺意味的是,美国各大股指指标不错,说明大资本家仍在挣钱,但民众却饱受无就业、无希望、无办法之苦。眼见两党之间要政治不要经济、奥巴马变革之志未成"改变"之实,群众只得依靠自己的力量寻求"改变"。如果这场运动能换来两党妥协、共同变革,未尝不是好事,但似乎两党政客利用这一事件的心态大于彼此反省的愿望,这便为危机进一步升级埋下了隐患。果真如此的话,由金融危机演变成全面体制性危机的风险,将成为美国需要真正重视的问题。

虽然,我国的专家学者对此点评,几乎都认为占领华尔街的游行示威,不会对美国的经济、政治带来大的影响,因为美国的“民主制度”比较完善,特别是相当多的“中产阶层”,尽管也受到经济不景气的冲击,但是,他们是不会要求改变美国的经济、政治状态的。因此,这些专家学者认为占领华尔街的游行示威不会有什么结果。他们的一个理由,就是至今,占领华尔街的示威者还没有一个比较一致的诉求,示威者的要求“五花八门”。

但是,我认为,无论这次占领华尔街的游行示威结果如何,这一行动,已经表明了美国人民的觉醒,可以说,这是敲响了美国资本主义制度的丧钟!这再一次证明了,马克思主义的胜利!

无数事实早已说明,马克思主义并没有因为社会主义在苏联和东欧遭到“剧变”而“销声匿迹”,恰恰相反,苏联解体和东欧剧变,完全证明了马克思主义的真理性——让整个世界结束人剥削人的资本主义,进入人人平等的社会主义,这一历史巨变,绝不是一朝一夕的,而是相当长的历史发展过程!

如今,资本主义世界的不合理制度,终于自食恶果——这就同资本主义的周期性经济危机一样,只不过是以不同于历史上经济危机的形式出现的。今天的金融危机,与过去的经济危机本质是一样的,都是资本主义的剥削制度造成的,而且此次更突出了金融寡头和剥削阶级政府的贪婪与无耻!

我坚信,美国的占领华尔街游行示威,无论结局如何,都深刻的揭开了美国资本主义制度华丽欺人的盖子——1%的人,占有99%的社会财富!而这,不正是马克思主义所阐述的吗?。

占领华尔街运动有很多诉求,但最核心的是贫富分化和反对华尔街的贪婪。

中国政府开始是有点幸灾乐祸的,但他很快醒悟过来,于是新闻媒体模糊并最终屏蔽了这方面的信息,原因很简单,占领华尔街的诉求在中国更强烈,中国面临的问题比美国还要严重。

中国政府的精英们研究了次贷危机和占领华尔街,并达成了共识,从政策上我们看到了改变:

1,金融体系必须为实体经济服务,和实体经济相匹配。美国的金融体系占美国经济的比重从5%扩大到病态的40%,金融产业的扩大其实只是吹大了房地产和股市,当泡沫破灭的那一天,灾难总是落在广大的人民身上。我们看到房产的限购令,有效的限制了房地产泡沫,对股市的泡沫也带有深深的戒心,股市6000点的自由落体就是股市大泡沫的崩溃,如果当初就不吹大他,那么广大股民也不会有那么大的损失。财富应当从实业中去求取。

2,以人为本,关注民生,缩小贫富差距。中国金融行业,电信,石油等垄断行业的年薪在20万以上【还有恐怖的年终奖】,而中国低端制造业的年薪2万左右,最低工资标准是1000左右。中国的制造业收入差距有20倍,如果算算人口最多的广大农业今年刚好年收入上了5000元,那么行业差距是恐怖的。今后中国应该给劳动密集型企业更多的减税,给农业更多的补贴。显然政府认识到了这一点,并在积极推进。两桶油一面拿财政补贴,一面是员工二三十万的高薪,还卑鄙的叫亏损,天理何在?应当给垄断行业定个最高薪资标准,减小贫富差距。

3,稳健的货币政策。4万亿的投资从哪里来,印钞机,放松信贷而已。通货膨胀是国家对全民的财富抢劫。特别对广大的社会底层伤害更大,如果吃饭都面临危机,那么社会大动荡就会随之而来。德国二三十年代的恶性通货膨胀直接导致了希特勒上台。二战后的德国政府严格控制通货膨胀,定为国策,在此次金融危机中德国一枝独秀。中国也应当把控制通货膨胀定为永久不变的国策,国家的健康发展才能久远。这一点,希望对权利使用毫无限制的的中国政府保持足够警醒,如果中国再折腾一两次,后果不堪设想。

4,中国不能搞高福利。西方的高福利压垮了很多国家,但中国目前的任务是补课,中国是没福利,特别是广大农民。政府应当把农民纳入福利体系,搞低福利,多在提供就业机会上做功夫。

占领华尔街还有对美国资本主义制度的反思,资本主义还可以分为金融资本主义,权贵资本主义,福利资本主义等。中国的资本主义到底走向何方,值得中国政府的精英们认真的思索。当然政府会说我们不是资本主义,我们是社会主义,中国人民表示理解。

首先,必须遏制贫富悬殊扩大的趋势,这对于亚洲新兴市场体国家是非常现实的警示,特别是世界人口第一大国中国。其次,对于金融业的监管一定要跟上。管好货币投放,防止通胀;管好汇率,防止热钱入侵;管好金融秩序,防止过度投机炒作和高利贷蔓延;特别是管好金融高管们的薪酬

He studied politics and government in college, and says the Occupy movement wants to "reboot democracy.". Since then they have spread around the country, to other cities, to college campuses, and to other countries.

But then the Republican presidential candidates, such as Herman Cain, began blaming the protests on President Barack Obama. 99 apparently, the financial crisis lead to the bitter fruit. However, the social movements are not isolated ,but closely related with the macro-structural changes of the society. In fact, the problems of today ’s American society has a lot with the Reagan administration's neo-liberal policies and financial liberalization in 1980s . These policies lead to changes in American society, class relations and further in social structure, eventually result in today's predicament.

10 The crime of neo-liberalism

the media and scholars hold a wide variety of views and interpretations on the cause of the 2008 financial crisis. However, most of them only dates back to conflicts and adjustment of the "new economy" in 1990s ,does not study the political - economic periodic motion in a longer period, and also ignores the changes in class relationship and civil society which are closely related to today’s plight .in fact Financial crisis has never been a purely economic issue; it is also associated with the differentiation and combination of political power, the changes in class relationship .In 1980 Ronald Reagan defeated President Jimmy Carter belonged to democratic party.This remarked the end of "civil rights" era leaded by the Democratic Party's in 1970s ,after which had witnessed painful adjustments, and it also means the collapse of political compromise between the elite and the major social class after the world war2 . Since then, Reagan opened a new cycle leaded by the Republican party, .

. the Democratic Party also have a short-term political victory, such as Bill Clinton who was the representative of the Democratic Party come to power from 1992 to 1998, but his policies and ideas were largely limited by the political framework of Republican party. After the 1993 midterm elections, Democrats lost both the House and Senate majority, and Clinton also suffered a "Waterloo in the national health insurance reform which he had been preparing since the his election campaign .

12 The so-called Republican Party’s policies, is simply the so-called "neo-liberal" policies, the policy paradigm includes the following main aspects: advocate the market economy system and concept of competition to replace the post-war policy of state ’s intervention; relax controls to industry; substantially cut tax, slash public expenses; financial liberalization, abolish a series of restrictions to financial trade. This series of policy during the Clinton’s administration in 1990s is only slightly

adjusted. The gratifying development of the new economic, seems to prove the success of neo-liberal policies. the Gramm-Leach-Bliley Act further Loosened controls to finance in 1999. Even George W. Bush who represent Republican Party take power, he have not changed much in politics and economic. The neo-liberal policies in the last 30 years lead to two important consequences, directly led to the current U.S. predicament.

First, significant adjustments have emerged, in the ruling group :the financial elite replace the post-war industrial elite to fully grasp the power ; national elite further exclude the local elite, monopolized political and economic power.

Except a few large national banks, a variety of local banks are very well developed. Banks, especially local bank's primary business is to provide loans to enterprises and support the development of industrial capital. Both in nation and local level, financial elite and industrial elite become a community of interests through the complex links between banks and The board of directors of the enterprise

The financial will inevitably lead to even the whole world monopoly of capital.

This structural change can be found from what profession the Ivy graduates choose . These elitist graduates’ most favorite career is often doctors, lawyers, business management, may also include university professors in 1960s; but from 1980s, Wall Street has become the only choice.

On the one hand, the industrial elite lost their previous position.and the political program that they shared economic interests with workers and other classes have been unable to maintain., in order to maintain the operation of the entire system, the new elite represented by The financial elite and multinational executives have to sacrifice other class’ interests in the name of market and efficiency

22 Neo-liberal policies in taxation was in favor of obviously the mass affluent. After a variety of operations of tax avoidance, the actual tax burden of the mass affluent is very low,. Ronald Reagan tighten policy after he took office, and the unemployment rate was closely 10%. the economic situation is better, when Clinton take power, and the unemployment rate declined, but later rised . Obama is now faced with the situation that the rate of unemployment is 9.1% . The real wages of workers after a rapid growth after the war, haven’t grown much in nearly 30 years.what’s more, Reagan also lowered the nation's minimum hourly wage, during the reign of George W. Bush it further goes down,reach its lowest level. These have greatly influenced the distribution of wealth in American society. the Gini index of the U.S. increased from the 1980s ,after 2000 it is more than 0.4, while the index in most developed countries remained between 02.-0.3.

23 On the other hand, as the public functions retreat and shrink, countries are unable to protect the vulnerable groups who are ignored by the market. The U.S. Social security network Shrinked,and the social welfare programs have been cut down ., this make the bottom of society in desperation even as early as 2008. As Many public policy institutions can not be canceled in a short term ,Reagan largely cut down their budgets, reduce a large number of staff ,so many policies can not be implemented. This later became the evidence that the state’s intervention and public policy is of ineffectiveness.

24 So, as the national elite replace the local political - economic elite network

which represent the interests of the cross-class, and has long maintained the stability and prosperity of the community, the U.S. government can no longer continue to contribute to various social classes’ union and political compromise . Therefore, the financial elite and Republican ‘s political - economic program, is a program that set aside the other class, a program leading to the fracture of class relationship. But the American civil society, has been very active, in addition to markets and countries there is a strong social sphere, why in the recent 30 years, the social movements in civil society can not effectively prevent the expansion of the financial elite and the neo-liberal policies and, until recently the movement break out? This is related with the fact that the American civil society and social movements has changes a lot since the late 1960s

25 ?Why the common people can not resist the financial elite?

the upsurge of the social movements In The 1960s brought some unexpected results. First,the large-scale gender and racial equality movement greatly impact the method of the long-term civil society organization: the form of the community-based, race_baised and gender-baised organizations., after"progressive era", most social organizations have been cross-gender and inter-racial,and the cohesion has been greatly reduced.

26 On the other hand, with the development of television and mass media, , great changes have taken place in the fundraising way of civil organizations,- TV ads and mailers began to replace the activities of grass-roots organization and become the main channel. As the way of fund-raising had Changed, the local basis of these civil society organizations began to shrink, the functions of the headquarters established in cities began to continuously expand, professional managers with an MBA began to replace the grass-roots leaders and become the organization's leaders. This adjustment in organization and personnel is in order to better attract the middle class and the rich’s contributions, rather than represent the interests of the common people. The appeal and issue of the Social organization itself also will be subject to the change. In order to attract public attention in a number of advertisings,for contributions, many social organizations started advertising some specific issues, such as the protection of certain rare animals, a sort of children's diseases, and so on. Gradually, only the sensational and the specific issues in order to attract those middle-class who have no time to participate in social movements, but occasionally would like to offer some love.

27 Furthermore, the major issues and general social issues related to the general public, such as the protection of labor rights and the improvement of the circumstances of the bottom of society,the improvement of Social security network, etc., at this time have been neglected. The civil society organizations associated with these traditional issues, such as trade unions, soon fade. After 1970s, the number of union decline rapidly, the unionized workers was only 12.3% of all workers. Civil society and social movements gradually went far from the broad social soil, no longer was rooted in the grassroots community, and no longer represent the majority of Americans. Therefore, civil society lost the valuable critical spirit, the social movements are at a low ebb,can’t effectively restrict the political -

economic elite

28 In this period, the link between social movements and political parties have also changed. In 1960s the reason why the social movements can be able to lead to social reform, is mainly because there is a variety of fully contact and interaction between social organizations for progress and Democratic Party, so the appeal of social movements can enter the actual political process, translate into government policy. there is an interdependent relationship between the Social organizations and the Democratic Party.the former will use their resources in organization to support the the candidates at all levels of Democratic party, and The latter will reflect the demands of the former in policy orientation.

29 However, since the 1970s, the relationship between old organizations for progress and Democratic Party become increasingly weakened. in order to enjoy tax incentives, These organizations seek identity of NGO,and went further from political parties

30 In contrast, the Republican Party because of the support of the financial and other elite, is relatively abundant in capital, and thus have the ability to cultivate a number of conservative social organizations to help the Republican Party to carry out election activities to promote their ideas. Indeed many middle-class tend to have a reverse psychology on the affirmative action and policy in income redistribution in 1960s ,and become in favor of conservatism. This is the social basis of.Republican Party to implement the neo-liberal policies

31 Future Perspective

The Republicans began to carry out neoliberal policies from the 1980s, led to that the U.S. economy was gradually controlled by financial capital, and ultimately caused the crisis. Meanwhile, the class structure of American society has undergone great changes, there is a rapid increase in the financial elite, and polarization prevails.
