contaminates the nearby river.Every day the plant drains a surprisingly large amount of waste liquids into it.The water in it has become yellow and gives off a strong smell.Fish cannot be seen now.The local residents suffer a great deal from the polluted water.
I think the local suthorities should adopt several measures to deal with the public hazard.In the first place,the plant must be prohibited from discharging waste water into the river before it is purified.Secondly,a series of environment protection rules and regulations should be laid down.Those who violate them deserve to be fined heavily.

近年来，青少年犯罪问题十分突出，日趋严重，在经济比较落后的地区，由于辍学率比较高，形势更加严峻，已经成为不容忽视的社会问题。青少年犯罪的产生是多方面的因素综合作用的结果，既有其自身方面的原因，也有来自家庭、学校和社会等各方面的原因，文化因素作为诱发青少年犯罪的内在动因，对青少年犯罪的产生及其发展也起着举足轻重的作用。
青少年犯罪呈现出一些明显的特点。首先，青少年犯罪往往是结伙作案，共同实施犯罪为主要形式。青少年由于其年龄上的特殊性，他们的心理和生理都处于不完全成熟的阶段，独立实施犯罪的心理素质和身体素质尚不具备，通过结成团伙，既克服了心理上的畏惧，也弥补了身体素质方面的不足。其次，青少年犯罪目的以掠夺财产为主。在青少年犯罪的案件中侵财型案件占的比重很大，其中以抢劫、盗窃等常见侵财犯罪为主。另外，青少年犯罪的主体多是讨厌学习而提早辍学的初中学生而且多是父母离异的单亲家庭的孩子。青春期是他们人生观、世界观、价值观形成的重要时期，他们精力充沛，爱好广泛，求知欲强，同时也缺乏辨别是非和自我控制的能力，思维和行为往往带有片面性、盲目性和冲动性，易受外界负面因素的干扰和影响。如果缺乏学校和家庭正确的教育和引导，就有可能沾染不良行为，在没有及时矫正的情况下，这些不良行为会越来越严重，致使他们颓废堕落，最终走上犯罪的道路。
青少年犯罪有内在个人的原因，但更重要的是外部环境影响的原因。从个人主观方面讲，青少年自身心理，生理上尚未成熟是青少年犯罪的内在原因。 由于身心尚未成熟，他们辨别是非和自我控制能力不强，对新鲜事物的好奇性和刺激性导致他们很容易受到不良风气的干扰和影响。另一方面来自外部环境影响的 客观方面的原因，主要包括家庭、学校和社会和不良文化传播四个方面影响。 随着我国经济的发展以及科学技术的发展，新闻媒体也得到了极大的发展，各种电视媒体、报刊杂志、网络无时不刻不对人们产生着影响，加上文化传播控制手段的滞后，具有暴力色情及各种腐朽思想成分的书刊、影音商品得以大量公开的传播，这些被大力传播的不良文化对于处于文化需求高峰期而模仿性强、可塑性大的青少年及缺乏相应辨识能力的一般成年人来说，无疑具有相当的教唆、示范和蛊惑作用，从而诱发各种青少年犯罪。
要预防青少年犯罪，必须从改善家庭的教育和环境，强化学校的教育培养责任，努力净化社会环境，加强对青少年的司法保护等方面入手。 Abstract
