45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 83 84 85 86 87 88 for the basic rights for the children, and more considerations should be taken especially in the developing countries, all the policies and recommendations, including the official and non-official, should be made with the certain national basic conditions being put into consideration, particular matters demand particular analysis, including women’s right problem in Latin America countries (based on PP3 res 63/229, p. 32 and 33 report E/2010/4E/CN.6/2010/2, and p. 7 A/res/S-23/3); Reproductive rights 1. Notes that reproductive rights rest on the recognition of the basic right of all couples and individuals to decide freely and responsibly the number, spacing and timing of their children and to have the information and means to do so, and the right to attain the highest standard of sexual and reproductive health: a) Calls for the implementations on thelegislation to reduce theabortion rates of each member states, and correspondentsupervisingmechanism is essentially needed, and each member states should hand in a deadline about thefulfillment of the implementation of the actions, b) Encourages governments as well as the non-governmental organizations to take part in the propaganda on women’s reproductive rights, including thehealth issue as well as the social issue, 2. Decides to set up a sub commissionin the Commission on the Status of Women to ensure the basic reproductive rights being truly protected and to speed up for the achievement in the MDGs under the topic of improving maternal health in recent 5 years: a) Encourages all the responsible members to chair the committee in turns, in order to enlarge the amount of people involved in the management and be aware of the seriousness of the topic, b) The departments should be divided according to the different situations such as proper abortion, healthcare insurance during thepregnancies, the decision making of the child policy, education and assistances in the endangered regions and the application of the funding, 3. Decides to provide assistances to prevent the coerced pregnancies, especially the female in the conflict regions, where sexual violence sometimes comes out as a way of invasion and exploitation: a) Urges member states to take immediate and effective measures to prevent any form of harassment to women, including implantations on the legislation, such as the punishment, 4. Urges states to show more concern towards women who are especially vulnerable, including disabled women, immigrant women and women living in chaos caused by war, and:

Calls upon states to take all appropriate measures to eliminate discrimination against women in the political life, and a) Appoint a female Minister to direct departments connected with women’s rights and equality,Draft laws and regulations to ensure that females take account for some proportion among policymakers, b) Encourage states to raise the ratio of female policymakers by several percentages based on its own current situation, c) Organize awareness-raising and training courses on equality between women and men for civil servants, The Comprehensive Strategy on Combating Sexual Violence 6. Fights against Impunity: a) Encouragesstrengthening the capacities of judicial institutions and developing a criminal justice policy focused on sexual violence, Retraining of Judges, police officers and inspectors on the judicial handling of cases of sexual violence; support in logistics and materials to police stations and investigative units, b) Improves access to justice for victims, and supports training on the use of the certificate and referral of victims, training of judicial personnel on forensic evidence; support the registry and secretariats of the prosecution with office supplies. c) Encourages States to integrate gender analysis into policymaking to better understand the potential impact of policies on women and their contribution to eliminating violence against women and girls, 7. Prevention and Protection: a) Urges to prevent and mitigate threats and reduce vulnerability and exposure to sexual violence, b) Strengthens the resilience of survivors of sexual violence, c) Create a protective environment, 8. Security Sector Reform: a) Strengthens accountability of security agents and forces to prevent and respond to sexual violence, b) Extension of training center, construction and equipment of police stations, training of 180 police officers, development of partnership with other working groups,

Donate to UN Trust Fund to End Violence against Women: 135 a) Prevents violence against women and girls by empowering groups 136 especially at riskof violence, including adolescent girls and 137 indigenous or ethnic minority women, and engaging 138 strategic groups such as youth, men and boys, and traditional and 139 faith-based leaders in prevention efforts, 140 b) Expands the access of women and girls affected by violence to 141 services, including legal assistance, psychosocial counseling, and health 142 care, and building the capacity of service providers to respond effectively to 143 the needs of women and girls affected by violence, 144 145 10. Calls upon member states to enhance the system of professional training 146 courses to liberate the women in developing countries for skilled and 147 dangerous works such as coal-mining, fire-fighting, 148 149 11. Urges member states to pay special attention on the actuality that such a 150 large number of salaried women receive either no social benefits at all or 151 only partial benefits, especially in Latin-America, 152 153 12. Calls upon States to increase the technical investment in agriculture and animal 154 husbandry, to increase the income of women in rural area, 155 156 13. Implementssupervision mechanismin the anti-violence against women issue: 157 (a) HRC should collaborate with the other councils or commissions in UN tightly, 158 especially synergic cooperation with International Court of Justice and 159 Security Council. International Court of Justice should take strong measures 160 with HRC to warn or punish countries. 161 (b) Divide all the countries to three tiers and supervise each kind of countries in a 162 different way by International Court of Justice. 163 (c) Sets Anti-Violence Against Women Prize by HRC. With the help of Tier 164 System, HRC should pick up 10 countries around the world, which make a 165 great progress on this issue, to award them. 166 167 14. Also urges States to promote, at all levels: 168 a) environments and communities that are safe for women and girls, 169 b) supports the efforts of civil society and other stakeholders towards this end, 170 including by taking measures designed to enhance personal security and 171 reduce the risk of violence in the community, in the home and in the 172 workplace. 173 13. The elimination of gender discrimination about the education 174 1)Change the former terrible mentality of all the citizens by any legal 175 methods(such as educating girls are useless, girls can make more 176 income by physical labor instead of being well-educated.
