The argument in this article just represents a part of the Beijing citizen’s view, which those who already own a car or rely on public transport. The policy is no impact on them. But, the policies sacrifice the interest of people who need or want to buy new car in the mean time. As we know, Beijing is a big city. Most people live far from their workplace; it will take then 1-2 hour for travelling with public transport, so they need a private car. The article said “guarantees the interests of most people”; it absolutely is not a neutral opinion.
On the other hand, the article said that “Beijing are first controlling the situation and then improving it by developing the availability and convenience of public
transport.”There is no evidence to show Beijing own step policy for lease transport problem. The conclusion of developing convenience just image by author.

In my opinion, this article is too biased toward the government’s view on how to ease traffic jam and avoid pollution. Traffic congestion is really biggest problem in Beijing. But, limit number of car is not the only and necessary solution. In fact, there are many other factors cause traffic jam, such as road design, undeveloped public transport and much; especially the official car, however, the policy just limit the private car.
These article just shows how serious of traffic jam, and then said limit number of car is “necessary step”, totally not attention on other factors. All of these is the
government conclusion for support its own policy.

In my view, the tone of this article is too pessimistic; people win the lottery just wait rather than not buy cars. Actually, imported luxury cars provided supports for auto market. According to my research, in January 17,900 new vehicles were sold in Beijing. About 10,600 of them were sedans. Luxury cars and imported cars have played an increasingly important role in sales, while the sales of low-end cars have declined significantly.
In addition, the treatment of used cars will directly affect the decisions of car owners when they plan to buy new cars .Since the amount of new cars this year has been set, many dealers are still preparing to focus on replacement. Beijing's traffic congestion problem is getting out of control, and so is the municipal government's series of brute-force measures in response. The quota imposed since the beginning of this year is on course to mow auto sales in Beijing by more than half, killing half of the auto dealer economy worth at least 1 billion Yuan (US$153.8 million) based on my calculation. Dozens of dealers will close their doors, and
thousands of sales jobs will go down the drain. And yet at the same time, the Beijing municipal government is in the process of a 14 billion Yuan giveaway through its disastrous license plate lottery system.
How do I come up with this 14 billion Yuan number? Just look at Shanghai. Shanghai officially started using auctions to issue license plates in 1994. As of 2007, the accumulated proceeds from these auctions over 14 years totals close to 14 billion Yuan. The bulk of the money has been spent on the subway system and the mid-ring freeway project in Shanghai. And for that, I thank each mayor of Shanghai in the last 14 years.

First of all, I must admire that auction is really a good way to solve the shortage of resources. The fact of the matter is that rights to scarce resources would be monetized anyway, if the government uses non-market-based allocation mechanisms. Secondary and perhaps black market would creep out. Rent seekers in the know would get a
windfall. Corruption would be guaranteed to happen in the process. There are already such signs in the license plate lottery system in Beijing. In the last two months, only 20 percent of the lottery winners actually placed orders for a car, hitting the already beleaguered auto dealer industry with another blow. My guess is that many of those who do not need cars are now rushing to the lottery anyway, which offers fair chances of winning. Many of the winners are now scrambling to find the next car owner to flip to, someone who is really in need of a car. In the meantime, the after-market for license plates has already been born. An aged second-hand boxy Alto, one of the
cheapest cars on earth, fetched 90,000 Yuan last month. Even the price of a brand new one is only a third of that. Guess why the sucker over-pays that much? Obviously it is because of the word “Beijing” on the license plate.
But, the auction theory has been so extensively studied in the economics literature that the joke is there are more auction papers (mine included) than actual auctions happening. On the other hand, there are indeed complaints about the high cost of license plates in Shanghai, which goes for around 30 thousand Yuan, known as the most expensive steel plate in the world.

This article points out that “car rent market grows in Beijing”, this is a fact. But, it is lack of sufficient sources to support the view. Just the word of a manager who is in car rent industry cannot support the argument. There need more evidence, such as
(1) Beijing citizen, they think they do not know when they will be lucky enough to be
selected through the lottery, so they will rent a car until get the chance to apply for a new car license plate.
(2) People who are not live in Beijing, but worked in Beijing. They think "my car is
licensed in other cities and now I have to rent cars to do my business”.

Its calculation is based on the fact electricity is currently priced at 0.76 per kilowatt. However, other costs include regularly replacing the battery. If calculation likes this, the car is still expensive.
In addition, the subsidies mentioned in the article, it is a bargain with governmental subsidies and the easy access to license plates. But people still have concerns of

In my opinion, this article is lack of sufficient sources to support the view. The rapid growth in car sales, it is just the market stress response to new policy. On the contrary, the real situation is car sale drop quickly. According to economic theory-J curve effect, the condition should be sale falls at the outset and eventually rises to a point higher than the starting point.
Others, the author as a foreign people do not understand the thought of Chinese people. So, the view is idealistic and unrealistic. In fact, the real promotion for car
sale is not license-plate lottery. It is psychological impulse to follow other people. Just like Panic buying in late 80s happened in China. This is their last chances to own a car, some people took desperate measures. In China, a purchase-restricting policy always looks embarrassing. Commentary:
The resource of this article is reliable, but there is no sufficient detail to permit
reliability of the conclusions. There are many reasons cause the economic downturn, not just the new lottery policy. The following factors should be considered:
(1) The real estate slump, the real estate market in Beijing is now experiencing a
decline both in supply and demand, as developers followed each other to cut
prices. In a survey of about 80 on-sale housing projects, 82 percent of them have seen a price dip, with 38 percent them dropping by 15 percent. GDP mainly
provide by estate transactions, and the decline in the real estate industry will
inevitably lead to slower economic growth.
(2) Relocation of several companies, including Shougang Group, Shougang Group,
the largest steelmaker in Beijing, finally stopped production in the Chinese capital. The old site of the factory opened in 1919 used to employ 200,000 people and produce almost 10 million tons of steel a year. Loss such big company, it must be a huge blow to Beijing economic growth.

The new policy, which will force buyers of new vehicles to first win a new license plate via a lottery, came into effect officially yesterday. Commentary:
On my view, this article is obesity and prejudice without sufficient reason. Compared to Beijing, Guiyang is indeed a undeveloped city, but it also has own traffic problems.
A round of urban construction, including two light railway lines, would start soon and probably aggravate the traffic congestion in the nine-square-kilometre old town, crammed with nearly 300,000 cars. By the end of 2010, Guiyang had 616,000
vehicles, nearly eight times as many as 10 years ago. I think the license plate limit can prevent the number of new cars from surging rapidly, and thus ease the traffic congestion in the old town.
In addition, the author just quote the opinion of auto group, they certainly do not hope the new policy even in Beijing. So, it is Lack of evidence to support the view. If author want to more evidence, there would be involved more stakeholders. For example, Guiyang citizens, local government and other cities like Guiyang. All of these people’s view together, so that the whole article more convincing and credible.
METHOLOGY
The organization and policy which I chose to research and survey is XX 4s shop and car license-plate lottery policy in Beijing. In order to address the complexities of the issue from a holistic point of view, I’ve followed an analytical framework in the report part to investigate and analyze the current particularities of the issue step by step following “what is happening”, “why is it happening”, “What are the likely development and consequences” and eventually “what can be done about it”.
On the other hand, I’ve also tried to identify as many as stakeholders that may involve in the issue. And my research was conducted by using secondary data collection methods collected journal articles with continuous time span both from relatively reliable local and international sources in the internet and specialized databases with different angles and viewpoints to avoid research material sourcing bias. In addition, each journal article selected was summarized of its major views and arguments as well as made commends on its justice and contents. In addition, for the sake of minimizing the possibilities of being prejudice, similar articles and updates addressing the contents of each chosen journal article has also been checked and reviewed then followed up by a comprehensive reflection to all the journal articles in order to view the entire issue symmetrically and locate their linkages as well as to facilitate the further analyzing.
Finally, regarding to the focus of this paper, it will be apt to cover more about Chinese government perspectives as most of the policies or its changes are determined by the government which is much likely to influence the business of companies especially those multinationals like XX.
REFLECTION
According to the research and investigation to the car license-plate lottery policy,
I have noticed the complexities of the conflict gradually. And I’ve made use of the analytical framework in order to address the core issues and stakeholders involved in the case and analyze for further recommendation. However, because of the limited time, limitation of my perception to various relevant issues and research and investigation to the numbered journal articles and so forth, some of my opinions may not be very convincing or persuasive and they may even be biased. These include the following aspects:
First of all, the scope of my stakeholder analysis is only based on the Chinese market. Therefore, stakeholders from a wider extent like overseas are missed here, moreover some of them may also be the influential stakeholder or even key stakeholder in some of the issues, in this case, and their impacts are surely missed later in the paper.
Secondly, as the aim for this course is to analyze how business and government react and impact on each other. To understand the issue well demands comprehensive knowledge not only from business expertise, but also acquaintance of the country’s legislation system, relevant regulations law and provisions, political dynamics and so on.
Eventually, due to the research and investigation is only carried out by me mainly from the time January 2011 until July 2011, the evidence which support car license-plate lottery policy trend is not sufficient.
