一、国家“七大工程投资包”

三、政府工作报告热点 1、今年GDP增长7%左右，CPI涨幅3%左右。

李克强表示，今年经济社会发展的主要预期目标是：国内生产总值增长7%左右，居民消费价格涨幅3%左右，城镇新增就业1000万人以上，城镇登记失业率

4.5%以内，进出口增长6%左右，国际收支基本平衡，居民收入增长与经济发展同步。能耗强度下降3.1%以上，主要污染物排放继续减少。

李克强：稳健的货币政策要松紧适度，M2预期增长12%左右。

稳健的货币政策要松紧适度。广义货币M2预期增长12%左右，在实际执行中，根据经济发展需要，也可以略高些。加强和改善宏观审慎管理，灵活运用公开市场操作、利率、存款准备金率、再贷款等货币政策工具，保持货币信贷和社会融资规模平稳增长。加快资金周转，优化信贷结构，提高直接融资比重，降低社会融资成本，让更多的金融活水流向实体经济。

到位。少数政府机关工作人员乱作为，一些腐败问题触目惊心，有的为官不为，在其位不谋其政，该办的事不办。我们要直面问题，安不忘危，治不忘乱，勇于担当，不辱历史使命，不负人民重托。 经观说： 十八大以来的反腐高压态势，已经根本改变了中国的官场生态，在风气明显好转的同时，一些政府和官员不作为、怠政懈政的现象明显抬头。治国先治官，应对新形势，亟需对症下药，在持续反腐之下，推动政府高效运转，追究官员“为政不为”的责任。

用政府权力“减法”换市场活力“乘法”

报告原文： 大道至简，有权不可任性。各级政府都要建立简政放权、转变职能的有力推进机制，给企业松绑，为创业提供便利，营造公平竞争环境。所有行政审批事项都要简化程序，明确时限，用政府权力的“减法”，换取市场活力的“乘法”。
