Topic: Security Council Reform
The Security Council has made great contributions to maintaining international peace and security. As one of the permanent nations, China considers it to be significant for the Security Council to bear the responsibilities of addressing the most serious security issues.
Actions have been taken to reform the Security Council. In1965, the number of the membership was expanded from 11 to 15, and the number of affirmative votes was increased from 7 to 9. In 1968, the Security Council votes needed to call a General Conference to review the UN Charter was also increased form 7 to 9. These are the past UN measures of reform.
China urges the Security Council to reform for several reasons as follows: First, since the UN’s creation over 50 years ago, the world has seen great changes in every aspect. It’s difficult for the Security Council to function well in its original forms. Second, the membership of the Council is so exclusive that both developed countries like German and Japan and developing countries like nations of Asia, Africa, and Latin America have all called for dramatic reforms of the Security Council. Third, the permanent seats are not distributed fairly and properly enough which has been in dispute for a long time. Forth, the decision-making process is not transparent enough. Consequently, China considers it necessary to reform the Security Council.
